On May 11, 2011, the Muskegon County Apportionment Commission adopted Plan
9-3 to establish nine commission districts. All required documents supporting Plan 9-3 were sent to the Secretary of State, Bureau of Elections, by Certified mail on Friday, May 20th and signed for on Monday May 23, 2011.

According to State Law, the Muskegon County Apportionment Commission is responsible for establishing County Commission districts within the County every 10 years after the census has been completed. The County Apportionment Commission consists of the County Clerk, the County Treasurer, the Prosecuting Attorney, and the statutory County chairperson of each of the two political parties whose candidates for Secretary of State received the most votes in the last election for that office. In Muskegon County it is the Democratic Party and Republican Party.
