Project Description
The Muskegon County Michael E Kobza Hall of Justice - Phase II project entails demolition and renovation to many areas of the building.
Phase II will consist of renovations done to only the interior areas of the building. The Sheriff's Office will have a new booking, visiting and storage area. Parts of floors four and six will have work done and some work will be done to court room one on the first floor. Complete demolition and renovations will be done to floors three and five.
When this phase of the renovations are complete the fourth floor will have the Jury Commission and Law Library. The third floor will house the Family Court and the snack bar will return to its original location and the fifth floor will have all the Probate Court and the Prosecutor's Offices.
The demolition of existing offices and renovations to the new offices will use modular furniture for more efficient use of space on each floor.

The following offices have been permanently or temporarily relocated during the renovations to:
- Drain Commission - 141 East Apple Avenue
- Family Court - 1611 East Oak Street
- Prosecutor - 131 East Apple Avenue
- State Probation - 131 East Apple Avenue

This project is intended to renovate the interior of the Hall of Justice for the employees and general use public making more efficient use of space. When the project is complete all six floors of the Hall of Justice will have remodeled departments and restroom facilities.

The third floor of the Hall of Justice is currently on schedule to be completed by the end of July 2002. Light fixtures and ceiling tiles are being installed. Most of the drywall work is completed and the painting contractor has started to paint some areas. Painting to the door frames has also started. Custom finished woodwork is being placed in the hearing room. The carpet has also been delivered and rolled out for installation in some areas. The furniture installers have begun the staging of office furniture in one of the completed areas on the third floor.

Demolition on the third floor is complete and significant progress has been made on the renovation. The old wall unit heating system has been removed and the new air handler and duct work is being installed. Steel framing has been put in place for wall locations on perimeter walls and interior walls. Some sheet rock has been installed creating some of the meeting rooms and offices. Electrical outlets and conduit have been placed in the stud work in all necessary locations. Insulation has been inserted between some of the studs of the interior meeting room walls for noise dampening.
Work to the Sheriff's jail area has been completed.

Demolition of the third floor of the Hall of Justice is 95 percent complete. Some of this demolition included the partial removal of the old HVAC system, abatement, removal of plumbing fixtures, electrical fixtures, ceiling tiles, carpet and floor tiles. The contractor has begun laying out the location of where permanent walls will be built. The mechanical contractors have also started placing the locations of new electrical, HVAC and plumbing. The new air handler has been assembled and tested at the factory and is ready for shipping to Muskegon.
The new visitation and conference area in the jail are nearly finished with the exception of painting, tile and carpet installation. On Thursday, February 14, 2002 the contractor started the temporary relocation of the booking area so that demolition may commence. The storage area for inmate belongings is 75 percent complete.
Both the third floor renovation and the jail renovation are on schedule with no foreseen problems.

On January 7, 2002, Insulation and Environmental Services started demolition on the 3rd floor of the Hall of Justice building. They have been removing temporary walls and taking out ceiling tiles. Pressures and Pipes has also started to disconnect plumbing and Allied Electric has started to disconnect power and removing electrical fixtures also on the 3rd floor.
Work has begun on the expansion of the booking and visitation area of the jail. The foundation has been poured for the expansion of the storage area in the jail as well as having holes cut in the existing storage area to place steel I-beams to support the ceiling of the expansion.
